WHO outlines the route to a global rare disease action plan

WHO has described how a proposed ten-year global action plan on rare diseases will be developed, with consideration by the World Health Assembly planned for 2028.

In its 31 August 2026 update, WHO said a discussion paper was planned for the final quarter of 2026, followed by a first draft in early 2027. The consultation process is intended to include countries, UN agencies and other stakeholders, including people living with rare diseases and their families.

A proposal under development

A revised draft is expected to go through WHO’s Executive Board before consideration by the Assembly in May 2028. The timetable describes preparation and consultation; it does not mean that a final action plan has already been adopted.
